Urban Simulation Models: Contributions as Analysis-Methodology in a Project of Urban Renewal

The recent urban transformations produced in cities indicate the need to propose new theoretical and methodological approaches in physical planning. Based on the idea of complexity, it is required to integrate, in the analysis, multiplicity of interrelated factors involved in urban development,moreover, to develop planning tools that can incorporate variables not initially considered (for example when the norms were sanctioned) and instruments that would provide assessment alternatives to planning decisions in real time. The simulation models are suggested as tools to detect the elements, relationships and the dynamics in a simplified form that allow experiencing on the results. That is to say, a theoretical position on to a computer model is translated to investigate (in an experimental way) possible solutions derived from manipulating the variables, before the phenomenon is materialized. In the case of urban planning, this condition is of particular relevance, given the importance to anticipate unwanted effects in the intervention context that may arise when urban projects are built. The paper evaluates the application of a simulation methodology,based on the dynamics of systems and the application of software that can anticipate the effects of certain decisions in an urban renewal project in the city of Córdoba, Argentina. It applies the General Systems Theory that is a contribution to the notion of complex thought and is trans-disciplinary. Based on the idea of complex and multidimensional city, the effects of a real estate development are analyzed and conclusions on the limits and possibilities of using this tool during the processes of urban management are provided.Fil: Marengo, Maria Cecilia. Urban sprawl and housing interventions: the case of the city of Córdoba (Argentina)

El presente documento tiene por objeto aportar elementos que vinculan la extensión urbana con la planificación del crecimiento y la política de vivienda, tomando como caso de estudio las intervenciones habitacionales desarrolladas en la ciudad de Córdoba (Argentina) en el período 2001-2008. La estructura del artículo introduce cuestiones teóricas y analiza la evolución del crecimiento poblacional en la ciudad en tres momentos y su relación con la extensión de suelo urbanizado. A continuación, presenta las regulaciones y los instrumentos de planificación, una breve caracterización de la política habitacional pública y una descripción de las intervenciones residenciales periféricas, las densidades y los actores que las materializan. Por último, reflexiona sobre las limitaciones de planificación del crecimiento urbano y las políticas de vivienda. En un contexto donde la regulación urbanística es débil y las brechas sociales amplias, la extensión urbana intensifica las condiciones de inequidad en el acceso al suelo y pone en cuestión la sostenibilidad del modelo de crecimiento.This document is intended to provide elements which link urban extension with growth planning and housing policy, taking as a case study the housing interventions developed in the city of Cordoba (Argentina) during the 2001-2008 period. The structure of the paper introduces the theoretical issues and analyzes the evolution of population growth in the city in three moments and their relationship to the sprawl of the urbanized land. Then, it presents the regulations and planning instruments, a brief characterization of the public housing policy and a description of residential peripheral interventions, urban densities and the actors who materialize them. Finally, it reflects on the limitations of urban growth planning and housing policies. In an urban context where regulation is weak and social gaps are broad, urban sprawl intensifies the inequality in access to land and calls into question the sustainability of the growth model.Fil: Marengo, Maria Cecilia. Collective Housing and Residential Quality—Four Complexes of Low, Medium and High Density in Córdoba, Argentina

The study addresses an evaluation of the habitability conditions in collective housing from the perspective of building density and residential quality. The methodological proposal considered a multivariate approach. Initially, a simulation model was formulated integrating different situations in a residential quality index (density, scale, number of inhabitants). In this phase, a qualitative approach was incorporated to account for the perception of the inhabitants. The research question is: How density values are translated into satisfaction/dissatisfaction with a residential model? Four housing complexes of low, medium and high density, of public production in Córdoba city, Argentina are reinterpreted in light of the qualitative analysis, based on the development of interviews with key informants and observationson-site. The conclusion of the study allows new openings in the discussion of density values and residential quality, useful when planning housing interventions.Fil: Marengo, Maria Cecilia. Tendencias de segregación residencial socioeconómica: el caso de Córdoba (Argentina) en el período 2001-2008

Los estudios sobre segregación toman relevancia en las últimas décadas como consecuencia de los cambios derivados del modelo de acumulación capitalista y sus efectos en las ciudades. El objetivo del artículo es identificar en el municipio de Córdoba, (segunda ciudad de Argentina) el grado de mixtura socio-económica que presentan las diferentes áreas urbanas y analizar cuál ha sido su evolución en el período 2001-2008, caracterizado por la recuperación económica y la mejora en los indicadores sociales. Se busca aportar un diagnóstico de situación respecto a la segregación residencial socioeconómica en la ciudad, que pueda ser de utilidad para orientar el desarrollo de políticas urbanas y de vivienda al momento de evaluar las posibles localizaciones, así como la escala de los programas, factores importantes cuando se trata de acciones tendientes a disminuir las desigualdades sociales y posibilitar la integración de los habitantes en la ciudad.Segregation studies have become relevant in recent decades as a result of the changes derived from the capitalist accumulation model and its effects on cities. The aim of the paper is to identify in Córdoba municipality (Argentina’s second largest city) the degree of socioeconomic mix present in different urban areas and analyze its evolution in the 2001-2008 period, which coincides with economic recovery and improvement in social indicators. It seeks to provide a situation analysis regarding socioeconomic residential segregation in the city, which can be useful to guide the development of urban and housing policies when evaluating possible locations and the scale of programs, important factors when it comes to actions aimed to reduce social inequalities and enable the integration of people in the city.Fil: Marengo, Maria Cecilia. Urban growth, social-spatial inequalities and housing policy: A case study of Cordoba

Numerous studies point out as a new feature of the process of socio-territorial transformations in the new century, the intensification of inequalities and the increasing difficulty in accessing affordable housing in the cities. In Cordoba Argentina, urban form is characterized by low densities, discontinuous expansion, increased segregation and urban fragmentation. The paradox is that even in a context of economic growth (during the first decade of the 21st century) the housing deficit and urban informality enlarged.The objective of the research is to determine the way in which housing policy has influenced the production of new territories. The methodology seeks to integrate quantitative and qualitative approaches. The results allow us to recognize processes of urban fragmentation, as well as the conditions derived from the peripheral location of housing policy. Urban Agreements and the Extension of Growth in Terms of Urban Sustainabilit

En el contexto de la urbanización neoliberal, el articulo analiza los efectos de la aplicación de una herramienta para facilitar operaciones de desarrollo urbano: los convenios urbanísticos. A diferencia de lo observado en períodos anteriores, este instrumento promueve un mayor protagonismo de las iniciativas desarrolladas por el mercado a través de asociaciones público-privadas. El objetivo del artículo es entender las relaciones entre la planificación (regulaciones urbanísticas) y la producción del hábitat en las nuevas áreas residenciales periféricas y discutir aspectos sobre el crecimiento por extensión. Se analizan los proyectos gestionados en el período 2012-2019 en el Municipio de Córdoba. Los resultados aportan reflexiones para pensar en términos de sustentabilidad, los efectos derivados del actual contexto de mercantilización en el desarrollo urbano, en los territorios de borde.In the context of neoliberal urbanization, the article analyses the effects of the application of a tool to facilitate urban development operations: urban agreements. Unlike what was observed in previous periods, this instrument promotes a greater role for the initiatives developed by the market through public-private partnerships. The objective of the article is to understand the relationships between planning (urban regulations) and habitat production in the new peripheral residential areas and to discuss aspects about the sustainability of growth by extension. The projects managed in the 2012-2019 period in the Municipality of Córdoba, Argentina are analysed. Socio-territorial transformations in the Latin American city, urban growth and the need of interdisciplinary teaching processes

El artículo busca aproximarse a la discusión reciente en torno al crecimiento de las ciudades medias en América Latina recuperando las principales líneas problemáticas en torno a la cual se produce el espacio urbano. La primera parte del texto aborda los debates académicos en torno al crecimiento urbano, las transformaciones socio territoriales y los procesos de metropolización en ciudades intermedias. La segunda parte, presenta una propuesta de enseñanza para pensar en clave interdisciplinaria esta problemática. Entendemos que las posibles alternativas de solución deben superar la fragmentación del saber académico para dar lugar a una comprensión del problema de manera reflexiva, interdisciplinaria y colectiva.The article approaches the recent discussion about the growth of medium-sized cities in Latin America by recovering the main problematic lines around which the urban space is produced. The first part of the text addresses the academic debates on urban growth, socio-territorial transformations and metropolization processes in intermediate cities. The second part presents a teaching proposal to think about this problem in an interdisciplinary way. Localization and structure of opportunities: The peripheral environments of social housing developments in the city of Córdoba (Argentina)

La ubicación geográfica de los distintos grupos sociales en la ciudad se relaciona con las modalidades diferenciadas en el acceso a los recursos urbanos presentes en una determinada localización y pone en evidencia procesos de desigualdad socioterritorial. El objetivo del artículo, es abordar la evolución de sectores urbanos periféricos conformados a partir de una política pública habitacional implementada en la ciudad de Córdoba (Argentina), en relación con la estructura de oportunidades que se despliegan en el territorio como expresión de los procesos de consolidación diferencial de cada barrio derivada de un determinado emplazamiento en el espacio urbano.La metodología utilizada es cuantitativa y comparativa, se basa en el uso de los Sistemas de Información Geográfica (Software QGis) sobre el que se realiza la sistematización de datos relevados en campo. Los resultados señalan las diferencias en términos de consolidación urbana, vinculados a las condiciones iniciales de la urbanización y a la evolución de los entornos. Estas condiciones llevan a cuestionar el rol de la política habitacional pública en la construcción del espacio barrial periférico, la estructura de oportunidades que se despliega en el proceso de crecimiento por extensión y su relación con el Derecho a la Ciudad.The geographical location of the different social groups in the city is related to the differentiated modalities in access to urban resources present in a certain location and highlights processes of socio-territorial inequality. The objective of the article is to address the evolution of peripheral urban sectors formed from a public housing policy implemented in the city of Córdoba (Argentina), in relation to the structure of opportunities that unfold in the territory as an expression of the processes of differential consolidation of each neighborhood derived from a certain location in space. The methodology used is quantitative and comparative, it is based on the use of Geographic Information Systems (QGis Software) on which the systematization of data collected in the field is carried out. The results point out the differences in terms of urban consolidation, linked to the initial conditions of urbanization and the evolution of the environments, in the construction of the peripheral neighborhood space. These conditions lead to questioning the role of public housing policy, the configuration of the structure of opportunities that unfolds in the process of growth by extension, and its relationship with the Right to the City.Fil: Marengo, Maria Cecilia. La investigación en vivienda y hábitat: El Instituto de Investigación en Vivienda y hábitat (INVIHAB) como espacio de formación en investigación, transferencia y docencia

El artículo presenta el Instituto de Investigación de Vivienda y Hábitat, reseñando la trayectoria institucional, las actividades actualmente en desarrollo, la misión y los objetivos del centro. Caracteriza un espacio de trabajo interdisciplinario donde realizamos tareas de investigación, docencia y extensión, orientadas al abordaje de la problemática de la vivienda y el hábitat humano. Desde un enfoque interdisciplinario, se integran diferentes dimensiones de análisis y se estudian los procesos de producción habitacional – urbana para aportar conocimientos que alimenten la actuación política y de gestión referida a estas temáticas. Presenta el objeto de estudio y amplía el foco del tema vivienda extrapolándolo a otros fenómenos con fines analíticos. Se incorporan aspectos como la diversidad de los sujetos sociales que se expresa en un determinado hábitat, la sostenibilidad ambiental del territorio, o la participación en procesos organizativos de producción popular de la urbanización Se define hábitat humano y los campos de conocimiento convergentes al mismo y se presentan las líneas de investigación en curso, desde las complejidades y vinculaciones con los temas críticos emergentes, las transformaciones y condiciones presentes en la ciudad de Córdoba, su Área Metropolitana y otros aglomerados en la Provincia de Córdoba. Finalmente, se menciona el rol central de la investigación en la explicación de los fenómenos y proposición de soluciones creativas para dar respuesta a las problemáticas emergentes.The article presents the Housing and Habitat Research Institute, reviewing the institutional trajectory, the activities currently under development, the mission and the objectives of the center. It characterizes an interdisciplinary work space where we carry out research, teaching and extension tasks, aimed at addressing the problems of housing and the human habitat. From an interdisciplinary approach, different dimensions of analysis are integrated and the housing-urban production processes are studied to provide knowledge that feeds political and management action related to these issues. It presents the object of study and broadens the focus of the housing theme, extrapolating it to other phenomena for analytical purposes. Aspects such as the diversity of social subjects that are expressed in the city space, the environmental sustainability of the territory, or participation in organizational processes of popular production of urbanization are incorporated. Human habitat and the fields of knowledge convergent to it are defined and the current research lines are presented, from the complexities and links with emerging critical issues, the transformations and conditions present in the city of Córdoba, its Metropolitan Area and other agglomerates in the Province of Córdoba. Finally, the central role of research in explaining phenomena and proposing creative solutions to respond to emerging problems is mentioned.Fil: Marengo, Maria Cecilia.
